When video was first introduced to the web it was only available as a download since streaming required a special expensive server and the bandwidth for data was not as fast. Most video today is streamed i.e. it is downloaded as multiple small compressed chunks of data that can be downloaded faster than you can play the video back. This enables the video to be played progressively.

Most consumer digital cameras capture video in a compressed format suitable for the web. Content such as animation can be converted to video and there are more ways to edit your content and publish on to the web using such services as "You Tube". These types of services allow you to embed the video into your web page without the need for saving the video onto your own server, hence saving space and the need for your own streaming.
